Exploring the outer space and the seabed are not such different missions if we look at it from a technical standpoint. Even so, scientific advances relating to deep-sea exploration slowed down due to the beginning of the space race between the USSR and the USA, which lasted from around 1955 to 1975. As of today, more budget is still allocated to the NASA than to the National Oceanic and Atmospheric Administration despite knowing that our survival may depend on the knowledge of oceans.
